"Once again slowed down" is what one could say about the court-stopped reallocation of billions of original Corona funds in favor of new energy and mobility solutions by the German federal government: For digitalization and rail expansion alone, funds are to be cut again by 810 million euros in 2024.
This is a purely mathematical result of the adjustment to the draft budget of the Federal Ministry of Finance of January 10, 2024, which was enforced by the Federal Constitutional Court. The Association of the German Railway Industry (VDB), of which the Swiss manufacturer Schindler is also a member due to parts of its production in Germany, complains that the renewed cuts are painful for the domestic railway industry, especially in the area of digitalization.
Digital in Warnemünde
For example, a total of €3.2 billion from the Climate and Transformation Fund (KTF) was earmarked for digital vehicle conversion over the next three years alone, up to 2027. "Following the ruling of the Federal Constitutional Court, these funds are now missing without replacement," complains VDB Managing Director Sarah Stark, lamenting the decision from Karlsruhe, which, from a purely legal perspective, was of course correct.
This is completely incompatible with the government's transport policy goals. Stark stated: "More capacity, better punctuality, and greater reliability on the railways require new infrastructure, digital systems, and comprehensive electrification of the network. Record investments in rail transport were announced just last September. The funding cuts envisaged in the current draft contradict the growing needs of the increasingly dilapidated German rail network."
This is also a devastating signal to the domestic railway industry, because the digital equipment for railway lines and vehicles is primarily developed and produced in Germany, says VDB Managing Director Axel Schuppe.

The "Allianz pro Schiene" (Pro-Rail Alliance) is taking the same line. Dirk Flege, Managing Director of the Allianz pro Schiene, says: "If rail freight transport is cut so drastically, the federal government will not be able to fulfill its promise to increase the market share of rail freight transport to 25 percent by 2030."
At the beginning of last year, the Federal Ministry for Digital and Transport identified a total financing requirement of €88 billion for the rail sector until 2027. To cover this, approximately €45 billion in investments would be necessary in addition to existing funds. In September 2023, additional funds of €39.5 billion were subsequently announced at the Rail Summit.
Of this, 16 billion euros remain today, of which approximately 13 billion will flow to DB as an equity increase. An additional handicap: The funds from DB's equity increase cannot truly replace lost federal budget and KTF funds, since, for example, funding for digital vehicle conversion by DB would not be permissible.
