Deutsche Bahn has filed a lawsuit with the Administrative Court of Baden-Württemberg, demanding that the state, Stuttgart itself, and the airport contribute to the additional costs of the Stuttgart 21 project. According to current estimates, the costs are expected to rise from the originally planned €4.5 billion to over €10 billion.

In a first-instance ruling, the Stuttgart Administrative Court denied the Stuttgart 21 project partners – the state of Baden-Württemberg, the city of Stuttgart, the Stuttgart Region Association, and Stuttgart Airport – any obligation to contribute to the project's additional costs. However, Deutsche Bahn, according to its headquarters today, maintains its position that the project partners must participate in financing the additional costs of the Stuttgart 21 project and has therefore appealed the decision.

Based on the project's history, the financing negotiations, and the contractual agreements regarding joint project responsibility, DB continues to assume that joint financing responsibility also exists. A corresponding clause in the jointly concluded contract establishes a claim for further financing participation by the project partners above the amount of €4.562 billion.

The official financing framework now stands at €9.79 billion. However, it is unlikely to end at €10 billion.
